Syria

Syria is among Naeem’s central fields of work. Even before the 2011 revolution, he worked intensively as a jurist on the Syrian constitutional and administrative system. After 2011, he became a sought-after contact for matters related to the political and military developments in the country. He initiated the Syrian Charter, conducted the related negotiations, and chaired the sessions of the Charter’s Council. After the fall of the Syrian regime, Naeem led a task force commissioned to assess the country’s needs. He was regularly present in the media commenting on developments in Syria and advised governments of several states on the country’s political situation.


Iraq

Within the framework of his doctoral studies, Naeem specialized in the Iraqi constitution - particularly its federal aspects - and published and lectured on this topic for many years.


In 2019, he co-founded the Baghdad Policy Club together with Iraqi partners. In the following years, he led a large number of workshops in Baghdad and other Iraqi provinces as part of the Iraqi National Dialogue project. In 2024-2025, he moderated - alongside his expertise in constitutional law - the workshops of the Advisory Project on the Reform of the Iraqi Constitution. Naeem met regularly with high-ranking Iraqi politicians and exchanged views with them on political and constitutional issues of the country.


EU-Palestine-Israel Dialogue

This project aims to win the EU member states over to the idea of a two-state solution. Within this framework, Naeem mainly assumes Monitoring & Evaluation (M&E) tasks. He also maintains contacts with politicians and opinion leaders in several countries.
